Master Integrated Safety and Security Management

 

As a result of the events of the 11th of September 2001, everyone became abruptly aware of the threat of global terrorism – the desire for safety grew. Across the world, activities were developed as a means of defence against such threats which have also more and more incorporated national and international logistic structures. The shipping industry in the Bremerhaven region, with its important seaport container terminal and infrastructure dominated by logistics, was also affected by this development. It quickly became clear to the business community and the authorities responsible that the planning and organisation of safety measures cannot be regarded in isolation, but instead that the large number of individual safety mechanisms already existing must be merged into comprehensive safety and security systems. On the basis of these new requirements, Bremerhaven University of Applied Sciences developed the Integrated Safety and Security Management (ISSM) course. In this Master degree course, students obtain the skills needed in management positions to maintain and improve both the internal safety and the external security of an organisational unit.

 
 

Objectives and special features

 

Grasping complex correlations in good time is a key element of danger detection and a major prerequisite for appropriate management action, both during and after a crisis. That is why the objective of the ISSM course is to train management personnel who demonstrate a full capacity to act both at the preventive stage as well as in the mastering, confining and combating of any damage which has already occurred. What is important here is that potential dangers and threats are already taken into consideration beforehand and lead to plans to prevent or – in case of emergency – to handle damage occur rences, since now as before the principle applies that ”prevention is better than cure”. Key features are:

  • Four-term, full-time course with integrated practical phase

Through this Master degree course, students are also qualified for activities in the area of applied research and can create a foundation for a possible ISSM doctorate later on.

 
 
 

Employment opportunities for graduates

 

Graduates of the ISSM course are able to perform tasks at middle and upper management level both nationally and internationally in the field of danger prevention and risk management. They are in a position to plan, organise and further develop the safety systems necessary, to adapt them to continuously changing framework parameters as well as to deploy them in an emergency. In addition, graduates display personnel management skills both in normal circumstances as well as when there is disturbance or even disaster. These abilities are in demand to an every greater degree across all fields, in the maritime sector, in industry and trade as well as at senior levels in the public sector and in private organisations (authorities and organisations concerned with safety tasks). In addition, graduates are able to take on qualified tasks in the logistics sector where they are also predestined for management tasks in the area of safety and security.

 
 
 

Course structure

 

The main topic of the course is risk management. Professional risk management in the area of security in principle comprises the following steps:

  • Comprehensive identification of possible dangers;
  • Estimation and assessment of the related risks;
  • Development and implementation of measures to reduce the risks which are in the first instance preventive, secondly defensive (if prevention has not taken hold) and finally contribute to damage containment (if defence against an actual attack has not been completely successful).

The four-term Master course is structured in modules. It comprises five core modules on the topic of safety and security which span the first three terms and cover the aspects of ”Danger Identification”, ”Safety Management”, ”Risk Analysis” and ”Risk Reduction”. There are also further compulsory modules from the fields of ”Law and International Security Structures”, ”Management in Critical Situations” and ”Public Relations / Risk Communication”. In addition, a total of three courses from the ”Logistics” module must be completed. The fourth term comprises a practical phase and the Master thesis.

Practical focus of the course

 

Internationally operating terrorist rings and groups of ”common” criminals organised at supranational level are nowadays using increasingly complex methods to attack countries as well as individual commercial enterprises. Being prepared for the defence, e.g. of critical infrastructure, with regard to facilities and processes, against attacks which are partly very clever, is a fundamental requirement for the preservation of the public safety and order in a country as well as the safety and operability of commercial enterprises. In the Master course, which has a more application-oriented focus, teaching aims to relay to the full extent a closeness to practical applications. This is ensured, for example, by:

  • Comprehensive case studies in co-operation with commercial enterprises and other organisations;
  • Case studies on the topic of ”Management under Pressure”;
  • Case studies on risk communication and crisis PR;
  • Integration of hazardous substances and hazardous goods in risk analyses;
  • Teaching units in laboratories equipped for practice exercises;
  • Practical phase in the fourth term.

The ”Institute for Safety and Security Studies” (ISASS) guarantees close links to applied, practice-based research and development.

 
 
 

Contacts to the business community

 

The ISSM Master course is characterised by its close dialogue with the business community. This is reflected in numerous projects carried out by the laboratories of Bremerhaven University of Applied Sciences which are involved in teaching at the University. Thus the Laboratory for Data Processing Principles in Logistics, the Laboratory for Transport Logistics, the Laboratory for Hazardous Goods with the Hazardous Goods / Hazardous Substances Information Centre, as well as the Management and Situation Room Laboratory are integrated into the curriculum to a significant degree. In addition, the ”Institute for Safety and Security Studies” is working on current research and development tasks concerned with the preservation and improvement of safety in the public area and in commerce. In the last term of the course, the practical phase, which can lead into the Master thesis in the same enterprise, represents an important opportunity for students to establish contacts to the business world and to their future employment market. How important the ISSM course is for the regional economy is also evident from the financial support given by the Nordsee-Zeitung GmbH, Bremerhaven, and the BLG Logistics Group, Bremen, who were involved to a major extent in setting up the course.

 
 
 

Admission Conditions

 

Admission to the ISSM Master course is conditional upon a first university qualification permitting entry into a profession (Diploma or Bachelor) either from the Transport / Logistics course at Bremerhaven University of Applied Sciences or from another course with a comparable curriculum (Bachelor or Diploma from a university, university of applied sciences or a comparable foreign higher education institution). In the latter case, detailed evidence must be provided of the comparability of the knowledge acquired. Any small gaps can be subsequently closed by completing courses in the relevant subjects in the Transport / Logistics Bachelor course at Bremerhaven University of Applied Sciences. The overall grade of the qualification from a university, university of applied sciences or a comparable foreign higher education institution must be at least ”Good”, with course and examination achievements equivalent to at least 180 points according to the European Credit Transfer System (ECTS). In addition, students should possess good English language skills (Level B2 of the Common European Framework of Reference for Languages). Applicants whose native language is not German must provide evidence of German language skills equivalent to Level C1 of the Common European Framework of Reference for Languages (see also www.hs-bremerhaven.de/Sprachqualifikationen.html).

 
 
 

Applications

 

To apply for the ISSM Master degree course, the relevant application form – completed in full and with all the necessary documents – must be submitted in person or sent by post before the closing date to the Admissions Office of the University. The form can be obtained either from the Student Counselling Centre or the homepage of Bremerhaven University of Applied Sciences. Closing dates for applications and other deadlines are published on the University’s homepage or can be obtained from the Student Counselling Centre. In addition to their application to the University, interested applicants from abroad should pay attention in good time to immigration regulations.
